More attempts at browser opt-outs

Under the Colorado Privacy Act, consumers have the right to opt-out of certain processing of their personal data. However, the CPA is different in that it requires companies enact a "user-selected universal opt-out mechanism" by July 1, 2024. The CPA tasks the Colorado Attorney General with issuing rules on how to accomplish this universal opt-out (CPA, section 6-1-1306(1)(a)(IV))

Meanwhile, under the California Consumer Privacy Act (CCPA), the California Attorney General updated its guidelines stating that if a consumer is using Global Privacy Control, that California businesses must respect that opt-out signal to stop the sale of the viewer's personal data (CCPA FAQ, section B.7)
