The US Department of Justice issued some guidance on website accessibility in light of the Americans with Disabilities Act (ADA) (see link). The guidance does not resolve the key issue of whether a standalone website is a place of "public accommodation". The guidance does state that the Web Content Accessibility Guidelines (WCAG) provide helpful guidance concerning website accessibility.
